Gun Rights Under President Ronald Reagan

President Ronald Reagan will forever be remembered fondly by Second Amendment supporters, many who are among the American conservatives who consider Reagan the epitome of modern conservatism. But words and actions of Reagan, the 40th President of the United States, left behind a mixed record on gun rights. His presidential administration did not bring about any new gun control laws of significance. However, in his post-presidency, Reagan cast his support to a pair of critical gun control measures in the 1990s: 1993’s Brady Bill and 1994’s Assault Weapons Ban. Bettmann/ Getty Images The Pro-Gun Candidate Ronald Reagan entered the 1980 presidential campaign as a known supporter of the Second Amendment right to keep and bear arms. While gun rights wouldn’t be a primary issue in presidential politics for another decade, the issue was being pushed to the forefront of the American political scene by those, as Reagan wrote in a 1975 issue of Guns Ammo magazine, â€Å"who say that gun control is an idea whose time has come.† The Gun Control Act of 1968 was still a relatively fresh issue, and U.S. Attorney General Edward H. Levi had proposed outlawing guns in areas with high crime rates. In his Guns Ammo column, Reagan left little doubt about his stance on the Second Amendment, writing: â€Å"In my opinion, proposals to outlaw or confiscate guns are simply unrealistic panacea.† Reagan’s stance was that violent crime would never be eliminated, with or without gun control. Instead, he said, efforts to curb crime should target those who misuse guns, similar to the way laws target those who use an automobile feloniously or recklessly. Saying the Second Amendment â€Å"leaves little, if any, leeway for the gun control advocate,† he added that â€Å"the right of the citizen to keep and bear arms must not be infringed if liberty in America is to survive.† Firearm Owners Protection Act The lone piece of significant legislation related to gun rights during the Reagan administration was the Firearm Owners Protection Act of 1986. Signed into law by Reagan on May 19, 1986, the legislation amended the Gun Control Act of 1968 by repealing parts of the original act that were deemed by studies to be unconstitutional. The National Rifle Association and other pro-gun groups lobbied for passage of the legislation, and it was generally considered favorable for gun owners. Among other things, the act made it easier to transport long rifles across the United States, ended federal records-keeping on ammunition sales and prohibited the prosecution of someone passing through areas with strict gun control with firearms in their vehicle, so long as the gun was properly stored. However, the act also contained a provision banning the ownership of any fully automatic firearms not registered by May 19, 1986. That provision was slipped into the legislation as an 11th-hour amendment by Rep. William J. Hughes, a New Jersey Democrat. Reagan has been criticized by some gun owners for signing legislation containing the Hughes amendment. Post-Presidency Gun Views Before Reagan left office in January 1989, efforts were afoot in Congress to pass legislation creating a national background check and mandatory waiting period for handgun purchases. The Brady Bill, as the legislation was named, had the backing of Sarah Brady, the wife of former Reagan press secretary Jim Brady, who was wounded in a 1981 assassination attempt on the president. The Brady Bill initially struggled for support in Congress  but was gaining ground by the latter days of Reagan’s successor President George H.W. Bush. In a 1991 op-ed for the New York Times, Reagan voiced his support for the Brady Bill, saying the 1981 assassination attempt might have never happened if the Brady Bill had been law. Citing statistics suggesting 9,200 murders are committed each year in the United States using handguns, Reagan said, â€Å"This level of violence must be stopped. Sarah and Jim Brady are working hard to do that, and I say more power to them.† It was a 180-degree turn from Reagan’s 1975 piece in Guns Ammo magazine when he said that gun control is pointless because murder cannot be prevented. Three years later, Congress had passed the Brady Bill and was working on another piece of gun control legislation, a ban on assault weapons. Reagan joined former Presidents Gerald Ford and Jimmy Carter in a letter published in The Boston Globe that called on Congress to pass a ban on assault weapons. Later, in a letter to Rep. Scott Klug, a Wisconsin Republican, Reagan said the limitations proposed by the Assault Weapon Ban â€Å"are absolutely necessary† and that it â€Å"must be passed.† Klug voted in favor of the ban. End Result on Gun Rights The Firearm Owners Protection Act of 1986 will be remembered as an important piece of legislation for gun rights. However, Reagan also cast his support behind the two most controversial pieces of gun control legislation of the past 30 years. His support of the Assault Weapons Ban in 1994 may have directly led to the ban winning the approval of Congress. Congress passed the ban by a vote of 216-214. In addition to Klug voting for the ban after Reagan’s last-minute plea, Rep. Dick Swett, D-New Hampshire., also credited Reagan’s support of the bill for helping him decide to cast a favorable vote. A more lasting impact of Reagan’s policy on guns was the nomination of several Supreme Court justices. Of the four justices nominated by Reagan—Sandra Day O’Connor, William Rehnquist, Antonin Scalia and Anthony Kennedy—the latter two were still on the bench for a pair of important Supreme Court rulings on gun rights in the 2000s: District of Columbia v. Heller in 2008 and McDonald v. Chicago in 2010. Both sided with a narrow, 4-3 majority in striking down gun bans in Washington D.C. and Chicago while ruling that the Second Amendment applies to individuals and the states.

What is leadership anyway? The definition of leadership is: Leadership is a process whereby an individual influences a group of individuals to achieve a common goal. Northouse (2007, p3) There are four main factors in leadership which will greatly affect the quality of an individual to be a leader: Leader As a leader, he must be able to gain the trust from the followers, as nobody else will determine whether the leader is successful or not. In order to gain trust from them, the leader must have a good understanding on who he is, what he know and what he can do. If he failed to be honest to himself, the followers will lack of confidence on him and left uninspired. Followers For a successful leader, he must do his work and know the nature of his every single follower. By doing this, he will be able to have a good understanding of the followers nature, needs, emotions and motivation, as the followers play an important role of getting the job done. Communication Always lead through two-way communication. Feedback will be useful when collecting data and information needed for making decisions. Besides, while receiving feedback or suggestions from the followers, the leader can know what the followers needs and problem. At the same time, it is also consider an act of concerning the welfare of the followers. Situation Every situation that a leader had faced before might be different with another. Therefore, whenever a new situation happens, a leader must observe carefully and use his judgment to decide the best way of solving the situation or else the problem will be still existing and causing more problems. Question A According to Weber (1947), charisma is described as a certain quality of an individual personality, by virtue of which s/he is set apart from the ordinary people and treated as endowed with supernatural, superhuman, or at least specifically, exceptional power or qualities. These are such as are not accessible to the ordinary person, but are regarded as of divine origin or as exemplary, and on the basis of them the individual concerned is treated as a leader. Such leaders have a very charming, persuasive personality about them, whom are skilled at communicating with others and can be very convincing at times. Many leaders are looked on as born naturally with charisma, but it does not mean it cannot be acquired. Charisma is often considered as to be a trait, an internal character which is acquired. However, charisma is an exception, as it is inborn in everyone but at different quantities. But this does not mean the level of inborn charisma is static throughout our lifetime. Developing other characters such as communication and social skills may further enhance ones charisma levels. Charisma also depends on people perception. A person is only charismatic if people feel he or she is charismatic. So, charisma can be acquired. Charisma is not a mandatory requirement to be an effective leader. Many world leaders today do not possess much of charisma, but nonetheless, remain as leaders of their nations. Other factors such as creativity and innovation can drive a leader towards effectiveness. Trust is another factor that can be forged between a leader and follower which leads to a more effective leadership, with the absence of any charisma. Charisma can be considered as an additional boost but not a requirement to become an effective leader as they may have other leadership qualities. Even without charisma, one can still be an effective leader. Question B Charismatic leadership is not the same as transformational leadership. Both of the leadership have a different concept from each other. Charismatic leadership can be defined as people with a great confidence in themselves, having a clear vision of their actions and most importantly, they have their own individual charm, personality or influence over the society. Charismatic leaders are able to know the needs of their supporters. Therefore they can create a vision that will allow everyone to know future will be improved (Awan, 2010). Martin Luther King, Jr. is a good example of a charismatic leader. He is able to include a vision of colour blind society within the Americans value. He inspired the Americans to accept Afro-Americans in the country and give equal treatment to them. On the other hand, transformational leadership is a leadership that helps subordinates to improve themselves and create a better vision for them so that they can become a leader as well. Transformational leaders focus more on motivations, inspirations and encouragements. Besides that, they have good communication skills which allow them to build good relationship with others (Kurnik, 2010). They also appreciate their subordinates efforts, ideas and contributions so that they will continue to work harder. One good example of a transformational leader is Abraham Lincoln. He is one of the greatest presidents of The United States. He had a vision for the country, which is develop the country into a successful country. Sometimes he visited his front lines troops to encourage and motivate them so that they do not lose their spirit. Transformational leadership and transactional leadership are both different types of leadership. In transformational leadership, subordinates are expected to achieve higher than their original goals. However, in transactional leadership, subordinates are motivated at a normal standard level. Transactional leaders also relate rewards that are desired by subordinates with the goals and achievements. Besides that, transactional leaders only provide necessary resources to their subordinates and clarify their expectations. They will only monitor their subordinates from aside but only involved when the performances standard is not met. Other than that, transformational leaders focused on the ends while transactional leaders negotiated over the means (Sir MacGregor Burns, 1978), which means transactional leaders focus on the whole process while transformational only focus on the achievements or results. Question C Culture is briefly described as the group norms, beliefs and values that makes an organizational unique and also, defines its nature of business. Organizational culture, referred as corporate culture in some organization is the system consisting of shared actions, formal rituals, procedures and protocol, values that develops in the organization to act as guidance on how the members should behave. Strong culture refers to an organization that has a deeply shared value system and the norms and beliefs are followed by the members without fail. As a result, it leads to higher level of business performance. Being able to understand one another, they are able to synchronize, improving their efficiency and effectiveness without wasting the organizations time and resources. In addition to that, a stable social system is developed and the need for bureaucratic controls is reduced. Organizational culture would also impede the business progress of an organization, as Fons Trompenaars [1] stated that culture is the way in which a group of people solves problems. Thus, choices to solve the problems and how may vary as the cultures vary in different organizations. Rather, they would agree on other peoples idea but their own. As stated by Bruce M. Tharp, there are four types of organizational cultures that impede business progress. They consist of control, compete, collaborate, and create. Firstly, control or hierarchy culture is the rules and procedures that guide the members to perform their tasks and control their behavior. Strong culture would impede business progress, because members would not respond to any changes in the organization as they adapted to the shared value system. For example, members of the organization are always given extra time to prepare for incoming projects but the new rule (change) enforced states that the extra time is unnecessary and members have to start the projects as soon as they receive them. Next is compete, otherwise referred to as market culture. Fierce competition from other organizations is also another factor, making it harder for the organization to achieve its goal and success in the market. The organization has to be both efficient and effective to provide a strong competition. However, strong culture impedes faster learning and improvement to the organization which could result in losing the business to competitors. Moving on to collaborate, also known as clan culture is to describe the organization as a whole team. By coming together as a team to tackle problems, problems can be solved quickly. However, this would impede business progress by having the same point of views. There are no second or third opinions involved as the members would have the similar mindset and way of thinking. Therefore, the members would agree on the decision without thinking much from a different perspective or comparing opinions. One of the last culture that impede business progress is create/adhocracy culture. Being flexible and innovative is also important in assuring the organizations and business success, as well as being ahead of others. Creativity is also a part of the adhocracy culture. However, the strong culture of sharing the same values and beliefs would prove difficult for members to come up with fresh and innovative ideas. In addition to strong culture, members of the organization are not able to adapt and troubleshoot complex problems. In the end, strong culture impedes the progression of business. Conclusion Leadership is an essential value for managerial person, no matter in which area the person in. Therefore, one must do his best on setting a good example to the followers and trust their ability to complete their work, so the followers will be inspired and always give their best towards the leader or the organization. Even though that theory can understand and memorize easily, one must still put some effort on practicing on it as it cannot be obtained easily like a technical skills. Furthermore, when a person has leadership lies within himself, the followers will believe and respect the decision made by the leader, and thus perform the work efficiently and effectively. In conclusion, the organization will be benefit and the employees will do their best all the time.

Very few people doubt that it is normal for there to be climate change. The rotation of the earth on a tilted axis leads to this, as well many natural events, like volcanic eruptions, earthquakes and hurricanes. However, human activities are having a much greater impact on climate change. For example, the jump in earths’ population from 1950 through 1985 more than doubled from 2. 5 billion to over 5 billion. (Meyer, 1996: 24) The importance of this growth is a drain on the Earths’ resources causing even more altering. It is not as much the altering of these resources that are causing climate change but the type of human activities which are taking place, and the way in which they are impacting the climate. One major influence is increased waste and pollution as a result of burning more fossil fuels. The introduction of chlorofluorocarbons in the mid-20th century, which were used for refrigerants, solvents, and propellants, cause a reaction in the atmosphere that break down the ozone layer. (Meyer, 176) CFL’s and burning of fossil fuel create an added layer of insulation around the earth. Since the earth is naturally surrounded by gases the added human processes cause a phenomenon called the greenhouse effect. This is when these gases change and more heat from the sun is retained than before resulting in planetary temperature rise. Changing of seasons and somewhat consistent weather patterns are a normal occurrence on our planet. However, in the past 30 years there have been many natural disasters that can be attributed to climate change and global warming. Massive earthquakes which subsequently cause tsunamis, hurricanes wreaking havoc in areas they never before touched, volcanoes erupting years before the experts predictions and the melting of ice caps causing sea level rise. It is obvious that our normal weather patterns and temperatures have been and are changing. It wasn’t until 1938 when a Mechanical Engineer named Guy Stewart Callendar challenged the Experts. (Weart, 2) Callendar had confirmed more completely than anyone else that his data proved global warming was occurring. Global warming is not climate change but it is a symptom of climate change. Although, Callendar was not a meteorologist, studying weather patterns was his passion and with every spare minute he analysed all the data he could acquire. He showed through his research that as the industrial era was booming it was doing so while burning fossil fuels. These fuels were emitting millions of tons of carbon dioxide into the atmosphere and subsequently adding to the greenhouse effect and climate change. (Weart, 2) This was the first time in recorded history mankind was able to prove humans were damaging the Earths biosphere. Before the great baby boom of the mid-20th century and prior to the industrial revolution in the eighteenth century carbon dioxide levels were at about 265 ppm and today because of human processes it is about 392 ppm. (Pittock,7) Currently carbon dioxide in the atmosphere is increasing about 2 ppm per year and average world temperature is climbing in step with it. Many experts agree that 400 ppm of carbon dioxide will probably cause a temperature rise of about two to four degrees Fahrenheit. (Gossling and Upham, 3-4) If this occurs so many tipping points will have been crossed, or soon will be crossed, that climate change and global warming will become unstoppable, and the point of no return will have been passed. There are a number of potential sources of human activity that impact climate change. A major consideration is that of cause-and-effect, looking at the type of human activities which take place, and then examining the way in which they may be impacting on the climate in order to create change. Some examples are farming with the fabrication and use of fertilizers and pesticides, manufacturing with burning fossil fuels, deforestation, power stations, cars and other vehicles as well as aircraft. The impact from all of them is similar, with the proof being two points. First a hole in the ozone layer over Antarctica, which was discovered in the 1970’s. Second an increase in earths’ temperature of approximately two degree Fahrenheit. (Pittock, 78) There is also a potential for additional erosion of the ozone as a result of the continued use of hydro-fluorocarbons. Therefore, it is the output of this consumption process that is having an impact. The emissions made are also those that are seen to cause longer term damage to the ozone layer. The emissions also have an impact on the climate of the earth either directly or indirectly. Directly this includes the emission of carbon dioxide and indirectly the impact of jet aircraft in the way they emit water vapour in their contrails. (Gossling and Upham,42-43) In the late 1950s Walter Orr Roberts a leading astrophysicist noticed that cirrus clouds were forming daily over Boulder, Co. (Weart, 66) Orr observed that Jet contrails were mixing with the existing cirrus cloud formations to the point of not being able to distinguish between either. This phenomenon was occurring daily my mid-afternoon from the heavy airline traffic. (Weart, 66) The fuels used by aircraft are the main problems. Aviation fuel is made up mostly of kerosene, which originates from fossil fuels. (Gossling and Upham, 311) There are two main problems with the combustion of kerosene by the aircraft; the waste products they produce are major pollutants as well as the carbon dioxide and water vapour. Both of these have a negative impact on the atmosphere. (Weart, 132-133) If we consider the problem of carbon dioxide, it needs to be remembered that aviation fuel is only one source of this pollution, and as such, it is adding to the overall totals that are creating climate change and global warming. The creation of added clouds by water from jet exhaust adds to the global warming effect and climate change by trapping more heat in earths’ atmosphere. The increased amount of particles in the air that help trap the heat from escaping from the earth’s atmosphere are one of the culprits of the greenhouse effect. This has been achieved by pollution put into the atmosphere over the last century, most notably since the industrial revolution (Meyer, 37). Since then there has been a greater and greater amount of waste containing carbon, as well as other gases and chemicals, burned and released into the atmosphere. Also, during this time there has been large scale deforestation and the carbon that was contained in these large areas, locked away in the wood was then released directly into the atmosphere (Meyer, 60). The increase in carbon from the release due to deforestation alone is projected at accounting for 15% of the greenhouse effect between 1990 and 2025 (Meyer, 61). When we then consider the relatively high amounts of carbon in other deposits such as coal that is burned for power we can start to appreciate why the levels of carbon dioxide in the atmosphere are increasing. The earth’s atmosphere has always contained several types of gases. It also has a certain percentage of carbon dioxide and other greenhouse gases. (Meyer, 1996: 150) Carbon dioxide lets the short wave length radiation from the sun through and then the rays hit the earth and warm it. The earth re-radiates longer wave length heat radiation but the carbon dioxide won’t let most of this long wave radiation out again. (Pittock, 7) As carbon dioxide levels increase in the atmosphere, the more trapped heat and the hotter the earth gets. However, we need some carbon dioxide in the atmosphere otherwise all the sun’s heat would be lost and temperatures would drop by ninety one degrees Fahrenheit and we would quickly freeze to death. Therefore, the climate is being changed as a result of increasing levels of carbon dioxide and chlorofluorocarbons being placed into the atmosphere, which is helping to retain heat and as a result is having an impact on climate, increasing the temperature of the planet and impacting on natural processes. Under current conditions it is estimated that by the end of the 21st century global sea level temperatures could rise as much as thirty nine degrees Fahrenheit. (Gossling and Upham, 3-4) Obviously, if this happens life will once again recycle on planet earth.
